The Safety, Rehabilitation and Compensation Commission (the Commission) yesterday deferred the granting of a licence to BIS Industries to self-insure under the Commonwealth’s workers’ compensation scheme.
The Commission deferred the consideration of the licence application until its September 2008 meeting.
In reaching its decision to defer the granting of a licence, the Commission was not satisfied that the application met all the requirements for granting a licence.
Among the conditions that the Commission considers is the capacity of the occupational health and safety regulatory framework to ensure an appropriate level of safety for the range of industries in which the applicant is engaged. BIS Industries has extensive operations in providing services to the mining industry. These activities are currently covered by mining industry-specific safety legislation at the State and Territory level. The Commission noted that the Comcare scheme, although providing a robust and comprehensive framework for workplace safety for organisations already in the scheme, does not have specific provisions for mining industry activities.
