Scheme profile

The number of full-time equivalent (FTE) employees covered by the Safety, Rehabilitation and Compensation Act 1988 (SRC Act) increased by 45 per cent between 30 June 2005 and 30 June 2009. The increase in FTE employees is due largely to an increase in the number of licensed self-insurers (licensees) covered by the scheme. In 2004–05, the scheme incorporated eight licensees. This increased to 29 licensees as at 30 June 2009. Consequently, licensees now account for around 44 per cent of all FTE employees covered by the SRC Act, up from 29 per cent in 2004–05.

Despite the increasing size of the scheme, there has been an overall decrease in the number of accepted claims since 2004–05. This is reflected in a 41 per cent decrease in the incidence of claims accepted by the scheme between 2004–05 and 2008–09 (from 40.9 to 24.2 claims per 1000 FTE employees). The higher incidence rates experienced by licensees reflect a higher risk of injury due to the more physical nature of the work performed by licensees.

Large decreases in the incidence of accepted claims for both premium paying agencies and licensees occurred in 2007–08. These falls can, in part, be attributed to changes to the SRC Act implemented in April 2007. These changes removed workers’ compensation coverage for non-work related journeys and recess breaks and strengthened the required relationship with work for a disease claim to be compensable.
